The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee No. (6) of the Year 2025, announces his need for qualified contractors with experience and competence in the field of bridges maintenance and rehabilitation in order to submit their offers to inspect, evaluate and design of Repair / Remedy works and rehabilitation of the existing Halfaya Bridge in Khartoum State, in accordance to the following conditions:

Basic requirements for bidding:

The bid must be accompanied by a tender security guarantee of 2% of the bid value valid throughout the bid validity period and extended in case of extension of the bid validity, which will be supplemented to 10% of the bid value for the winner in the name of the Director General, National Highway Authority for Roads and Bridges and returned to unsuccessful Bidder.

Company registration certificate from the commercial registrar along with the company’s profile.

Tax identification number.

Certificate from the Engineering Contractors Regulatory Council.

A valid tax Clearence Certificate for tender purpose.

A valid Zakat Clearance certificate for tender purpose.

Value Added Tax Registration Certificate (VAT).

Showing the tender legal stamp.

The company’s relevant experience in implementing similar works.

A list of the labor’s workers allocated to the project, along with the CVs of the technical key staff.

A list of the equipment allocated to for the project, together with a certificate indicating the type of ownership of the equipment.

A detailed work program specifying a time period for the execution of project activities.

Providing a site visit certificate from Employer is basic requirement for participation in the bid.

The standard specifications of the National Authority for Roads and Bridges are the general specifications for the project.

Financial solvency Certificate from an accredited bank.

Filling out the all tables, forms and schedules attached to the bidding documents is a basic condition for accepting or rejecting the bid.

The company must submit a request to receive the tender documents, and if the applicant is a Joint Venture, and or a partnership between two or more, the request must be in the name of the partnership.

All submitted documents must be complete and bear the signature and official stamp of the submitting entity.

The bidder undertakes that all data and information provided are true, accurate and complete.

The bidder shall not withdraw or amend its bid after submission during the bid validity period.

The basic requirements in paragraphs (4,5,6,7,8) do not apply to foreign companies.

Foreign Companies are entitled to purchase the tender documents and must submit the required documents stamped by the relevant authorities in their countries and authenticated by the Sudanese Embassy.

The bidding documents and terms of reference shall be received from the Presidency of the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque, starting from Tuesday 28th April 2026 against non-refundable payment of amount of 2,000,000 SDG (only Two Million Sudanese Pounds) paid in cash or by certified check in the name of The Director General of the National Highway Authority for Roads and Bridges for each bid brochure.

The bid shall be submitted in an envelope sealed with red wax, on which is written a bid to inspect, evaluate and design of Repair / Remedy works and rehabilitation of the existing Halfaya Bridge – Khartoum State.

Technical and Financial proposals should be submitted in separate envelopes, both sealed with red wax.

The deadline for receiving offers is on Sunday 14th June 2026 at 12:00 noon Khartoum mean time. Bids will be opened in the presence of representatives of bidders on the same day at 12:45 PM at the headquarters of the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque.

The contractor’s Tender representative must present a copy of the bid security guarantee and show it upon entering the tender opening room.

The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee of Resolution No. (6) of Year 2025, is not bound to accept the lowest or any other bid.
