for Consultancy Services
For Supervision of Inspection, Testing, Evaluation, and the review of remedial works for the Repair and Rehabilitation of the Al Mek Nimir Bridge
The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee No. (6) of the Year 2025, announces his need for qualified consultants with experience and competence in the field of design and supervision of bridges maintenance and rehabilitation works in order to submit their offers to Supervising the Inspection, Testing, Evaluation, and review of remedial works for the Repair and Rehabilitation of the existing Al Mek Nimir Bridge in Khartoum State, in accordance with the Procurement, Contracting and Disposal of Surplus Goods Act 2010 and its Interpretive Regulations of 2011, subject to the following conditions:
General Conditions of Tender:
Submission of a tender security guarantee of 2% of the bid value valid for a period of 90 days, and addressed in the name of the Director General, National Highway Authority for Roads and Bridges, which will be supplemented to 10% of the bid value for the winner and returned to unsuccessful Bidder.
Firm registration certificate from the commercial registrar and Annual Report (Form7) or Business Name and along with the Company’s profile or Business Name’s profile.
Tax identification number.
Certificate from the Organization Council for Consultancy Firms.
A valid tax Clearence Certificate for tender purpose.
A valid Zakat Clearance certificate for tender purpose.
Value Added Tax Registration Certificate (VAT).
Stamp Duty Compliance.
The Firm relevant experience in implementing similar works.
A list of the staff allocated for the project, along with the CVs of the technical key staff.
A detailed methodology and work program specifying a time period for the execution of project activities is a basic condition for accepting or rejecting or the bid.
Providing a site visit certificate from Employer is basic requirement for participation in the bid.
Financial solvency Certificate from an accredited bank.
The company must submit a request to receive the tender documents.
All submitted documents must be complete and bear the signature and official stamp of the submitting entity.
The bidder undertakes that all data and information provided are true, accurate and complete.
The bidder shall not withdraw or amend its bid after submission during the bid validity period.
Submission & Important Dates:
The bidding documents and terms of reference shall be received from the Presidency of the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque, starting from Tuesday, September 1, 2026 against non-refundable payment of amount of 250,000 SDG (only Two hundred and fifty thousand Pounds) paid in cash or by certified check in the name of The Director General of the National Highway Authority for Roads and Bridges for each bid brochure.

The bid shall be submitted in an envelope sealed with red wax, on which is written a bid for Consultancy Services for Supervising the Inspection, Testing, Evaluation, and review of remedial works for the Repair and Rehabilitation of the existing Al Mek Nimir Bridge – Khartoum State.
Technical and Financial proposals should be submitted in separate envelopes, both sealed with red wax.
Deadline for receiving bidder’s inquiries: Thursday, 10th September 2026.
Deadline for receiving offers: Tuesday, 15th September, 2026 at 12 noon Khartoum mean time.
Bids will be opened in the presence of representatives of bidders on the same day at 1:00 PM, headed by the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque.
The consultant’s Tender representative must present a copy of the bid security guarantee and show it upon entering the tender opening room.
The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee of Resolution No. (6) of Year 2025, is not bound to accept the lowest or any other bid.
